北京麗澤金融商務區管理委員會、北京市豐臺區園林綠化局、北京市豐臺區文化和旅游局作為主辦單位現舉辦“金中都城遺址公園概念性設計方案征集”活動。本次方案征集活動將公開邀請具有相關設計經驗的設計機構前來申請應征，提交資格預審申請文件。通過資格預審選取3個應征人參加征集活動，并提交應征設計成果。

  Beijing Lize Financial Business District Management Committee, Bureau of Gardening and Greening of Fengtai District, Beijing, Bureau of Culture and Tourism of Fengtai District, Beijing (as the Sponsors) are now jointly holding an event of “Solicitation of Proposals for Conceptual Design of Jin Dynasty Capital City Wall Relics Park”.We publicly invite design agencies worldwide with related design experience to apply for the Prequalification and submit the Prequalification Application Documents.The Sponsor will select three applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

  項目位置：位于麗澤金融商務區核心區范圍內，北臨三路居路，南臨金中都南街。

  Project location: In the core area of Lize Financial Business District, the area block attaches to the Sanluju Road on the north, and the Jin Dynasty Capital City South Street on the south.

  本次設計范圍為金中都城遺址公園（以下簡稱“遺址公園”），面積約15.02公頃，研究范圍為遺址公園和周邊的三個文化設施用地。

  Design area: Jin Dynasty Capital City Wall Relics Park (hereinafter referred to as the "Wall Relics Park"), with an area of about 15.02 hectares; the research area includes the Wall Relics Park and three surrounding cultural facilities.

  4.應征申請人的資格

  4.Eligibility and Qualifications of Applicants

  4.1應征申請人應為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯合體。

  4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

  4.2應征申請人須具有園林景觀的設計經驗。

  4.2 Applicants shall have had design experience of landscape.

  4.2.1中華人民共和國境內的應征申請人須提供風景園林專項設計甲級及以上資質。

  4.2.1 Applicants within the People's Republic of China shall have the Landscape Architecture Engineering Design Qualification Class-A or above.

  4.2.2中華人民共和國境外的應征申請人須依本國或本地區的管理規定具有風景園林設計的執業許可或經營許可。若依該國或該地區有關管理規定風景園林設計的法人應具有相應的執業資質或資格或營業許可，則需提供相應資質或資格或營業許可證明資料；若依該國或該地區有關管理規定，不要求風景園林設計法人具有相應執業資質或資格或營業許可，僅對風景園林設計師個人要求具有相應資格或執業許可，則需提供該法人機構的風景園林設計師本人的注冊或執業證書或會員證明材料，同時設計機構應說明該國或該地區有關風景園林設計從業或營業的管理規定。港澳臺設計機構的資格要求參照境外設計機構資格要求的規定。

  4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for landscape design in accordance with the national or local administrative regulations.If the legal person of landscape design should have an approval of corresponding practice or qualification or business license in accordance with relevant national or local management regulations, it shall provide documentary evidence for its approval of corresponding practice or qualification or business license; if in accordance with the relevant national or local management regulations, the legal person of landscape design is not required to have got the approval of corresponding practice or qualification or business license, and only the individual landscape architects are required to have the approval of corresponding qualification or practice, then the landscape architects’ registration or practice certificate or member certification materials should be provided by the legal person, and the design agency should state national or local management regulations on employment or operation of the landscape design business.The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

  4.3 本項目接受聯合體應征。

  4.3 The Consortium is accepted in this Project.

  4.4 除聯合體內部的成員外，參加征集的應征人之間不應存在關聯關系。

  4.4 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

  The prequalification documents for this project can be downloaded from the website of Beijing Science Park Auction &Tender Co., Ltd.

  有意向參加應征的應征申請人需先在北京科技園拍賣招標有限公司網站（www.bkpmzb.com）下載資格預審文件領取登記表，填寫完成后以Word版本E-mail至征集指定郵箱kjysanbu@163.com或遞交至北京科技園拍賣招標有限公司，征集組織機構收到登記表后，再將資格預審文件的下載密碼發送給應征申請人，應征申請人應按資格預審文件的要求提交書面申請文件。

  Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science and Technology Park Auction &Tender Co., Ltd.(www.bkpmzb.com).After completing the registration form, applicants should email the Word version to kjysanbu@163.com or submit them to the Organizer of Solicitation.After receiving the registration form, the Organizer of Solicitation will send the download password of the prequalification documents to the applicants.Applicants should submit the written prequalification application documents in accordance with the requirements of the prequalification documents.

  獲取資格預審文件的時間為2021年5月18 日至2021年5月 28日17:00 （中國北京時間，下同）。北京科技園拍賣招標有限公司網站將于2021年5月18日上午9:00開通。

  6.資格預審申請文件的遞交

  6.Submission of Application Documents for Prequalification

  資格預審申請文件遞交的截止時間為2021年6月2日下午17時00分，申請人應在遞交截止時間之前將資格預審申請文件遞交至征集組織機構。主辦單位和征集組織機構將拒絕接收逾期送達的資格預審申請文件。

  The deadline for submission of application documents for prequalification is 17:00 on June 2ed, 2021.The Applicant shall submit the full set of the written application documents for prequalification to the Organizer of Solicitation before the deadline for submission.The Sponsors or the Organizer of Solicitation will reject any such documents that arrive after the specified deadline. 

  7.資格預審公告發布媒體

  7.Media Releasing Announcement on Solicitation

  本公告在中國招標投標公共服務平臺（www.cebpubservice.com）、中國政府采購網（www.ccgp.gov.cn）、北京麗澤金融商務區管理委員會官方網站（www.lize.bjft.gov.cn）、中國風景園林學會網站（www.chsla.org.cn）、北京科技園拍賣招標有限公司網站（www.bkpmzb.com）同時發布。本公告的修改、補充以在以上網站發布的內容為準。

  This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), the website of Beijing Lize Financial Business District Management Committee (www.lize.bjft.gov.cn) and the website of the Chinese Society of Landscape Architecture (www.chsla.org.cn).The amendment and supplement of the Announcement shall be subject to the contents released via the websites aforementioned.

  8.其它條款

  8.Miscellaneous

  8.1應征設計補償金

  8.1 Compensations for Designs Proposals

  主辦單位將向按征集文件的要求在規定的時間內提交了有效應征文件的應征人支付應征設計補償金，金額為人民幣40萬元（含稅）。

  The Sponsors will pay compensations for design proposals in the amount of RMB 0.4 Million (including tax) for any Participant that has submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.

  8.2當應征人出現下列情況時，主辦單位不予支付補償金：

  8.2 The Sponsors will not pay any compensation when Participants are under the following circumstances:

   (1) 應征人未按規定時間提交應征文件；

    (1) Participants fail to submit the application documents within the specified time;

   (2) 應征人提交的應征文件經專家委員會評審被認定為未對征集文件要求作出實質性響應；

    (2) The Response Proposals submitted by Participants are judged, upon the review of the Jury, as not substantially responding to the requirements of the solicitation documents;

   (3) 應征人被取消應征資格。

    (3) Participants are disqualified.

  8.3獎項和獎金的設置：本次方案征集設優勝獎2名，獎金為人民幣10萬元（含稅）。

  8.3 Awards and prize settings: There will be two winners in this solicitation, and the prize for each winner will be RMB 0.1 million (including tax).

  8.4征集后續工作：獲得優勝獎的應征人需對設計方案進行優化。

  8.4 Follow-up work for the solicitation: The winning Participants shall improve the design proposal.

  8.5適用法律

  8.5 Governing Laws

  本次征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。

  The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

  8.6語言

  8.6 Languages

  資格預審文件以及與資格預審文件相關的補充文件和澄清文件均使用中文和英文書寫。在中文與英文的意思表達不一致時，以中文為準。

  Prequalification Documents and supplementary and clarification documents related to Prequalification Documents are written in both Chinese and English.In the case of inconsistent expressions in both Chinese and English, the Chinese version shall prevail.

  本次征集活動使用的工作語言為中文。

  The working language used in the solicitation shall be Chinese.

  8.7解釋權

  8.7 Power of Interpretation

  本次征集活動的最終解釋權歸主辦單位。

  The Sponsor reserves the power of final interpretation in view of the solicitation.
