一、項目背景

1. Background

北碚區地處縉云山麓、嘉陵江畔，風光秀美、歷史厚重、生態宜居，擁有深厚的科教基因，更有西南大學、中科院重慶綠色智能技術研究院、國家大學科技園等科教基礎，是兩江新區、重慶高新區、中國（重慶）自由貿易試驗區的重要板塊。

Beibei District, located at the foot of Jinyun Mountain, on the bank of the Jialing River, enjoys charming sceneries,a long history and pleasant living environment. It has profound academic atmosphere mirrored by Southwest University, Chongqing Institute of Green and Intelligent Technology (Chinese Academy of Sciences), and the National University Science Park (Beibei). It is also an important part of Liangjiang New Area, Chongqing High-tech Zone and China (Chongqing) Pilot Free Trade Zone.

西部（重慶）科學城是貫徹黨中央推動成渝地區雙城經濟圈建設的重要舉措，是成渝地區協同共建具有全國影響力的科技創新中心的“極核”，是推動重慶高質量發展的重要引擎與六張“城市新名片”之一。西部（重慶）科學城以“科學之城、創新高地”為總體定位，將建成面向未來科技、未來產業、未來生活的未來之城，鼓勵創新、開放包容、追逐夢想的夢想之城，科學家的家、創業者的城。

Western (Chongqing) Science City is an important practice of CPC Central Committee’s plan to promote Chengdu-Chongqing Economic Circle. It is also the core area of scientific innovation center with national influence, which is jointly built by Chengdu and Chongqing. In addition, as one of the six “New City Images”, it plays an essential role in promotion of high quality development of Chongqing. It is oriented to future technology, industries, and life based on the general positioning of “a city of science and a highland of innovation”. As a home to scientists, a city for entrepreneurs, it encourages innovation, openness, tolerance, and dream pursuit.

西部（重慶）科學城北碚園區（以下簡稱“科學城北碚園區”）是北碚區中梁山以西的全部區域，包含歇馬等8個街鎮，是西部（重慶）科學城規劃的“四大創新產業片區”之一，是北碚準確把握新發展階段、深入踐行新發展理念、積極融入新發展格局，打造科技創新高地、創建創新型現代化新城的具體抓手。科學城北碚園區是成渝地區雙城經濟圈重慶中心城區“西北門戶”，重慶科學城的“橋頭堡”，重慶高新區和兩江新區的“交匯區”。科學城北碚園區中的歇馬全域納入重慶高新區，作為重慶高新區歇馬拓展園。

Beibei Park of Western (Chongqing) Science City (hereinafter referred to as “ Beibei Park of Science City”) includes the entire western area of Zhongliang Mountain, with eight sub-districts and towns including Xiema. As one of the? “Four Innovation Industry Parks” of Western (Chongqing) Science City, it can mirror Beibei’s clear understanding of its development direction and its practice of new ideas of and involvement into development. It is the place also where Beibei began to show efforts in creating an important technological innovation for the birth of an innovative modern city. Beibei Park of Science City is the “Northwest Gateway” of city proper of Chengdu-Chongqing Economic Circle, the important part of Chongqing Science City, and the joint of Chongqing High-tech Zone and Liangjiang New Area. The whole Xiema in Beibei Park of Science City belongs to Chongqing High-tech Zone, planned as Xiema Development Park.

為貫徹落實黨中央關于推動成渝地區雙城經濟圈建設的重大戰略部署，推進科學城高質量發展，高起點、高標準、高水平規劃建設科學城北碚園區，特開展西部（重慶）科學城北碚園區歇馬片區城市設計方案國際征集。

The Announcement of International Solicitation is launched to implement the Party Central Committee’s plan for promoting Chengdu-Chongqing Economic Circle, high-quality development of the Science City and planning for Beibei Park of the Science City with high standards.

二、設計目的

2. Design Objectives

本次旨在征集具有前瞻性與創新性的城市設計理念和方案。圍繞“智能創新谷、宜居公園城”主題開展城市設計，設計應展現出自成天然的“生境之美”、匠心獨運的“畫境之美”、理想人居的“詩境之美”，塑造迷人風景、營造豐富場景、打造動人情景。應研究謀劃新時代背景下科學城北碚園區的設計愿景，為園區開發“鑄魂”；策劃重大功能項目，為園區發展“賦能”；構建符合“科學城”氣質的生產、生活、生態場景，為園區空間“塑形”。通過設計強化高水平精細化的空間導引，為控規編制及法定圖則修改、城市更新和近期開發建設提供“指引”。

We aim to solicit forward-looking and innovative urban design concepts and plans with on the theme of? “Smart Innovation Valley, Livable Park City”. The design should show beauty of nature, resembling an original picture scroll with cozy ambiance suitable to residents. It shall be oriented to eye-catching scenery, abundant and heart-touching scenarios. We should set the tone for the park by studying the design vision of Beibei Park of Science City of the new era, empower it by planning functional projects and shape it by building scenarios of production, lives and ecology suitable to the Science City. The design can make the spatial guidance be more scientific and specific, while provide a guidance for the compilation of control detailed planning, revision of statutory plans, urban renewal, and recent development.

三、設計范圍

3. Scope of Design

本次征集設計范圍東至中梁山、南至歇馬街道界、西至縉云山環道、北至歇馬街道界（具體范圍詳見附圖），面積約35.5平方公里。

The urban design scope covers an area of about 35.5 square kilometers with its east to Zhongliang Mountain, south to the boundary of Xiema county, west to ring road of Jinyun Mountain and north to the boundary of Xiema county (see attached picture for details).

四、設計內容

4. Design Content

本次征集主要包括以下內容：

This solicitation includes the following contents:

（一）總體城市設計。總體城市設計范圍35.5平方公里。基于相關規劃，從歇馬的本底資源著手，結合交通、生態、地理位置等優勢，充分挖掘本底資源價值，深入解讀雙城經濟圈發展之勢、西部科學城發展之局，做好總體定位謀劃，科學策劃重大功能及項目，圍繞發展目標構建場景，優化生態格局、空間格局、產業格局、交通格局等。

（1） Overall urban plan. It covers 35.5 square kilometers. Based on relevant planning, the design shall start from Xiema’s original resources and take advantages of transportation, ecology, and geographical location. It shall focus on the value of original resources of the area, with in-depth understanding of the development trend of Chongqing-Chengdu Economic Circle and the Western Science City to make plan of overall positioning, functions and projects in a scientific way ,build scenarios in accordance with development goals, and improve ecology, space, industry and transportation.

（二）詳細城市設計。重點針對約14.4平方公里區域進行設計，并對現狀區域提出提升和改造措施，內容包括但不限于規劃區的景觀體系、開放空間、界面控制、用地布局、建筑形態、交通組織、環境景觀、地下空間、城市更新、實施時序、建設項目清單、開發指標等內容。

（2） Detailed urban design. The design focus will be on an area of about 14.4 square kilometers. It shall put forward improvement measures for the existing area, including but not limited to open space, street space control, land arrangement, building form, transportation, landscape, underground space, urban renewal, implementation order, project list, and development indicators, etc.

五、征集方式

5. Solicitation Ways

（一）本次征集采用公開報名的方式

公告發布后，視為報名開始，境內外設計機構皆可報名。鼓勵聯合體參加，強強聯合，但聯合體成員不超過3家，境外設計機構必須與境內設計機構組成聯合體，方能報名。如報名團隊不足10家，將采用意向邀請方式。

（1）Registration

Design agencies at home and abroad can register since the issuing of the announcement. The Consortium (the number of teams shall be no more than 3) is encouraged to participate in the solicitation and overseas design agencies must team up with domestic design agencies as a Consortium to register. The intention invitation will be adopted if the number of teams of registration is less than 10.

（二）入圍團隊采用資格預審方式

主辦單位、承辦單位組建資格預審委員會，由資格預審委員會對報名團隊的主創設計師的業績和經驗、擬投入項目的團隊成員及經驗、公司資格、行業聲譽等資格預審文件進行綜合評審，確定團隊的綜合排序，排序前5家入圍團隊參加方案征集。如有入圍團隊自行放棄等原因無法參與，由主辦單位、承辦單位按照綜合排序依次選擇入圍團隊，確保5家團隊參與征集方案編制。

（2）Pre-qualification

The prequalification committee is set up by the organizers and the undertakers . The prequalification committee will review performance and experience of chief designers and team members, company qualifications, reputation and then determine the top five finalists of the ranking. If any of the finalists quit or cannot participate, the organizers and the undertakers will select the alternative team according to the ranking, ensuring there are 5 teams to participate in the preparation of the solicitation plan.

（三）方案評選采用專家評審方式

主辦單位、承辦單位組建方案評審委員會，成員由相關領域知名專家組成，專業背景包括城市規劃、城市設計、建筑設計、景觀設計、交通規劃等方面的專家，不少于7人。采用明標的方式對5家聯合體提交的成果進行評審（須由主創設計師現場匯報方案并回答評委的疑問），從應征方案中評選1家一等獎，1家二等獎，3家三等獎，并將評獎結果予以公布。評審過程中發現的問題和產生的糾紛，由方案評審委員會討論并由方案評審委員會組長裁決。

（3）Expert review

The organizers and undertakers will set up a review committee composed of well-known experts (with no less than seven persons) in related fields. Their fields shall include urban planning, urban design, architectural design, landscape design, and transportation planning. They will review the results submitted by the five Consortia in an open bid. (the chief designer must report the plan on site and answer the questions). Award results will be announced including one First Prize, one Second Prize, and three Third Prizes. Disputes occurred during the review process shall be discussed by the committee and decided by the leader of the review committee.

六、申請人資格要求

6. Applicant Qualification

本項目鼓勵聯合體報名，須具備如下條件：

Consortiums are encouraged to register, and they shall meet the following conditions:

（一）報名團隊成員中申請主體為國內機構的，須具有城鄉規劃甲級或工程設計建筑行業（建筑工程）甲級資質；申請主體為境外機構的，須在其所在國家或地區應具有合法營業范圍，并具有我國境內合法經營和設計許可。報名團隊成員至少一方應符合以上資格條件；

（1）The domestic applicant must have a Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering) while the overseas applicant must have a legal business in its country or region and also has a legal operation and design license of China. At least one member of the registration team should meet the above conditions;

（二）報名團隊配置需包含產業經濟、規劃設計、城市設計、建筑設計、景觀設計、生態規劃、市政規劃設計、交通規劃設計等相關專業人員；

（2）The registration team needs to include relevant professionals in industrial economy, planning and design, urban design, architectural design, landscape design, ecological planning, urban planning and design, and transportation planning and design;

（三）報名團隊如為聯合體，應共同簽署一份聯合體協議書，并明確各設計機構的職責分工、各自承擔的工作量及權益比例，評選獎金承辦單位將根據聯合體協議書簽多方合同；

（3）A consortium in registration should sign a consortium agreement, and specify the division of responsibilities, workloads and equity ratios of each team. The undertaker for award matters will conduct the multi-party contract signing according to the agreement.

（四）組成本項目聯合體的各成員不得再以自己的名義單獨申請資格預審，也不得同時加入本項目其它聯合體申請資格預審。

（4）Each team of the consortium can no longer apply for prequalification in their own name, nor can they join other consortia of the project for prequalification at the same time.

七、報名時間及資格預審報名文件遞交

7. Registration ＆ Submission

（一）報名時間：2021年2月2日—2021年2月28日15:00之前（中國北京時間）。

（1）Registration time: February 2, 2021- February 28, 2021 (before 15:00, China Beijing time).

（二）資料提交：申請人需在報名截止時間前，將填寫后的報名表、應征資料蓋章掃描后，按附件提交要求Email至組織單位郵箱（bbxmcssj@163.com）。組織單位將拒絕接收逾期送達的資格預審申請文件。

（2）Document submission: Applicants, before the registration deadline, are required to send scanned completed application form and materials to bbxmcssj@163.com according to the attachment submission requirements. The organization unit will refuse to accept overdue application documents.

八、成果要求

8. Requirements

征集成果主要包括文本、展板、動畫、匯報PPT。文本包括但不限于表達設計內容要求的說明及圖紙；展板共10張，包括主要設計圖紙及效果圖，效果圖包括但不限于全域日景和夜景鳥瞰圖、中心區效果圖、重要節點建筑和街景效果圖；動畫演示不少于5分鐘；匯報PPT要求不限。

The solicitation results mainly include text, exhibition boards, animation, and PPT. The text includes but is not limited to descriptions and drawings expressing the requirements of the design content; a total of 10 exhibition panels are made of main design drawings and renderings, which include but are not limited to a bird’s-eye view of day and night, the design sketch of centre area, important buildings and street view; animation presentation is no less than 5 minutes; there are no requirements for PPT.

具體設計要求和基礎資料將在征集發布會時提供。

Specific design requirements and information will be provided during the solicitation press conference.

九、征集獎金

9. Bonus

入選團隊在規定時間內提交有效應征文件，且滿足設計任務書文件要求，由方案評審委員會按程序對5家入選團隊提交的成果進行評審，確定獎項等級，入選團隊將獲得如下獎金（含稅）：

The five finalists shall submit qualified documents within the specified time and the documents shall meet the requirements of the design documents. The review committee will review their results in accordance with the procedures to determine awards. The finalists will receive the following bonus (tax included):

一等獎（1家）：人民幣貳佰叁拾萬元整（小寫￥2,300,000.00元）

First prize (one winner):? RMB 2,300,000 ( two point three million yuan)

二等獎（1家）：人民幣壹佰貳拾萬元整（小寫￥1,200,000.00元）

Second prize (one winner): RMB 1,200,000 (one point two million yuan)

三等獎（3家）：各人民幣捌拾萬元整（小寫￥800,000.00元）

Third prize (three winners): RMB 800,000 yuan for each (eight hundred thousand yuan for each)

除獎金外主辦單位、承辦單位不再支付任何補償費用。

The organizers and undertakers will not pay any reimbursement except for the bonus.

十、征集說明

10. Solicitation Information

（一）本次征集活動分為兩個階段。第一階段為資格預審階段，第二階段為方案編制及評審階段。

（1） This solicitation is divided into two stages: prequalification and the plan preparation and review.

（二）應征團隊需保證所有報名材料真實、合法和有效，并承擔相關法律責任。

（2） The application teams shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.

（三）入圍團隊同時開展設計工作，其提交的設計成果應滿足征集任務書要求，方案評審委員會將對成果進行排序。經主辦單位、承辦單位綜合評審后，確定一家入圍團隊獲得方案深化整合合同的優先權，費用200萬元，主要工作內容包括融合各家方案優點、主辦單位和承辦單位需求完成城市設計方案成果（不含城市設計導則），輔助承辦單位完成展示模型制作、宣傳片制作。入圍團隊如自愿放棄方案深化整合工作，主辦單位、承辦單位有權指定其他獲獎入圍團隊中的一家開展方案深化整合工作。

（3）The finalists shall carry out design while they are selected, and their design results shall meet the requirements of the solicitation document, and then the review committee will rank the results. The top one in the ranking will be determined to obtain the qualification for deepening the plan. The final winner will attain the contract priority of deepening plan worthy of 2 million yuan. It needs to achieve urban design plan results excluding the urban design guidelines, integrating advantages of each plan in accordance with requirements of organizer and undertakers. In addition, it should assist undertakers in production of display models and promotional videos. If the final winner quit, the organizers and undertakers have the right to designate one of the other finalists to do the deepening plan job.

（四）本次征集要求報名時明確的主創設計師須出席征集發布會、參加現場踏勘和答疑以及匯報評審等會議；征集發布會后主創設計師和主創團隊須駐場工作至少7天；后續方案深化整合階段主創設計師需按主辦單位、承辦單位要求參加后續相關評審會議。一旦報名成功，則視為接受本條款說明。疫情期間，境外主創設計師可通過視頻方式參加匯報。

（4）The chief designer specified in registration must attend the solicitation press conference, on-site survey, Q&A, and review meetings; the chief designer and the team must be on site for at least 7 days after the solicitation press conference; the chief designer, at the plan deepening phase, must participate in the follow-up review meetings as required by the organizers and undertakers. Once you register successful, you are deemed to have accepted the terms and conditions. Overseas chief designers can report via video during the epidemic.

（五）入圍團隊提交的應征方案規劃版權歸主辦單位、承辦單位所有。入圍團隊對其應征的規劃方案享有署名權。

（5）The copyright of the application plan belongs to the organizers and undertakers. The finalists have the right to sign their planning schemes applied.

（六）方案征集過程中發生的一切費用及因設計補償費、設計方案深化整合費而發生的有關稅費，由入圍團隊自行負責。

（6）All expenses incurred in the? scheme solicitation process and related duties due to design compensation fees and plan deepening fees shall be borne by finalists.

（七）本次征集為中英文對照說明，最終解釋語言以中文為準。

（7） This solicitation announcement is written in both Chinese and English, and Chinese version has the final interpretation.

入圍團隊應按照征集活動要求參加現場踏勘和現場匯報，來渝人員應滿足重慶市疫情防控相關要求，提前做好準備。因疫情原因造成的延期，將另行通知節點時間。

The finalists shall participate in on-site survey and report in accordance with the requirements of the solicitation. The personnel coming to Chongqing should meet the relevant requirements of epidemic prevention and control in Chongqing. We will notify you the time if there are postponements caused by the epidemic.
